Jose Medeiros is the son of Portuguese immigrant parents that migrated to the United States in 1966, and moved to San Jose, California in 1972 where he was raised and attended local schools.

Both parents taught Jose determination, perseverance and the value of hard work. Jose started working at the age of 10 delivering news papers for the San Jose Mercury News while attending Five Wounds Catholic School in San Jose, California.

Jose's father Antonio Cardoso Medeiros worked for GTE and Atari as a QA engineer and his mother Telma Fraga Medeiros worked as a teachers aide at Ann Darling School in San Jose, California. 

Jose attended MT. Pleasant High School, Mission College, San Jose City College, Diablo Valley College and San Jose State Universities Professional Development Program.

Jose has also served his community as the President of the Berryessa Citizens Advisory Council and as an appointed Commissioner by the Honorable Santa Clara County Supervisor Ron Gonzales, to the Alcohol and Drug Advisory Board, and has served on the Board of Directors for several local non profits.

Professionally Jose has worked in Information Technology for the past 14 years for Silicon Valley’s High Tech companies of IBM Global Services, Intel, FlowWise Networks, LSI Logic, ADP, Symantec and prior to the High Tech Industry as a San Jose City Municipality employee, and was a former candidate for the San Jose Fire Department, and Sr. Council aide with Former San Jose Mayor Ron Gonzales.

Jose is also a former adjunct instructor and educator, who taught at a local community college in the Computer Information Systems department.

Issue's I stand for and would like to change:

  • Pass law or bill at the State and or Federal level mandating that new home construction include solar electrical panels that would provide a minimum of 30 percent electricity to the dwelling in an area that provides enough sunlight to do so.
     
  • At the State and Federal level cancel government contracts to vendors that out source work over seas and give preference to companies and or contractors who use  and employ workers that live in the United States and or preferably in the State, and that workers be paid prevailing wages.
     
  • Increase the amount of the homestead act to help protect a home owners equity within a home that they reside in. The State of Texas and Florida has an unlimited amount for a primary residence, meanwhile California has not raised our States homestead amount to be reflective of  the higher home values in California.
     
  • At the Federal level, Pass an import tariff on imported technology based goods not made in the United States that do not contain at least 50 % American made manufactured parts as an incentive to encourage manufacturing in the United States. Also require that the Department of Homeland Security,  Military computers use only routers, VPN access points and hardware only use parts manufactured and assembled in the United States and that the source code used to compile the software have representatives from the department present and or able to review the code during the compile and distribution to government agencies to prevent the possibility of a backdoor and or Rootkit being embedded in the software or hardware.
     
  • Amend the WARN act to include contract employees and require disclosure of the rate that they are being billed at, as well as require that H1B visa, and that H1B visa and contract employees be laid off first before full time permanent United States Citizens and Green Card holders in the United States.
     
  • At the Federal level amend the Maritime and Soldiers and Relieve act or pass a law / bill  requiring  financial institutions to allow Military Personal to freeze a home loan or reduce the interest on their loan to 1 percent of the their primary residence during a time of war, and or when reservists are called up on active duty.
     
  • Pass a law / bill requiring that financial institutions maintain consistent ATM fees among all banks in the United States, and that they be required to have a minimum of 128 bit encryption between ATM machines and Point of Sale systems, and their Mainframes / Servers used for authorization.  Such legislation a should also require that they encrypt passwords with a minimum of 128 bit encryption used on accounts, and that tellers and other personal  are not allowed to view passwords and or making it a felony to "crack" or de-encrypt such passwords. Also require that the bank upgrade their customer profiles application and database to allow a picture to be added and or other identifying information when Identity Theft is a concern, and that the bank notify customers when more then one ATM card is associated with and or linked with the account by Postal Mail and when viewing one's account using online access.  Require Banks to prompt customers when an overdraft is occurring during a point of sale or ATM withdrawal, and require that it states the amount  of the overdraft fee for the transaction, before it is approved by the customer.
     
  • Pass a law making it a Felony for Payroll companies to allow reversal of an Automated Payroll Deposit, and requiring that they be required to report fraud by one of it's customers such as a contract agency and require that the FTC audit and investigate any complaints by employees when payroll fraud is a concern.
     
  • Pass a bill or  law requiring that contract agencies maintain a 1 million dollar bond in each state that they employ workers and that such bond be recorded with the State Labor Commissioners office of each state that they do business in.
     
  • Pass a bill or law requiring that employee personal records remain with in the State to minimize identity theft and that employers, and contract agencies must have an office with in the State that they are recruiting for and can not use over seas workers to access payroll, and HR related sensitive data with in the United States.
     
  • Pass an Electronics Crime Act making it a felony for individuals, and employers from accessing another's personal email with out due process, or impersonate another person's email address, and or use Key Logger technology to capture passwords or embed such technology into an Operating System, application or hardware based chip devices to be used and or installed on home computers  and or work computers with out direct involvement from a law enforcement agency and with a warrant, and in such cases requiring that  said actions be recorded with the State Attorney Generals Office and or United States Attorneys Office.
     
  • Pass a law requiring that Collection agencies and Credit reporting agencies be required to verify a collection before reporting it  and requiring them to provide the original credit application for verification of the debt, and making it a felony for committing fraud in altering dates of last payment, or erroneous and non verifiable information, and making it illegal for employers to run credit checks against their employees on the basis of hiring, and also requiring that collection agencies be bonded for a minimum of 1 million dollars. Law should also include the prohibition of reselling bad debt older then 10 years.
     
  • Re categorize the H1B Visa program, and reclassify lower income jobs as a separate category for migrant workers and provide them a work visa to allow them to legally work in the United States,  and also allow easier access to farmers, and other employers to apply for this program, as well as require audits of higher paid white collar classifications to market conditions.
     
  • Extend the United States Department of Labor's powers to allow them to investigate WARN act fraud, and H1B Visa deceptive practices, and sue on behalf of workers and or issue a right to sue letter in such cases.
     
  • Pass a law requiring that law enforcement and or government employees be banned from seizing homes, and assets, and then purchasing them at auction for personal profit, as well as requiring that a notice be sent by certified mail, or by process server for any such sales. And that all auctions for such seizers must be well advertised 120, 90, 60 and 30 days in advanced prior to an assets sale. 
     
  • Pass a law requiring that Business', Religious Institutions, Schools, Government,  and Non Profits report any probable identity theft issue's that they become aware of to the State Attorney General  or United States Attorney Generals office for investigation and require stiff penalties for not doing so, as well as possible fraud charges for failure to report such crimes, and mandate that restitution be order in all such cases for any loss to a victim of such a crime, and mandate that the statue start from the date of discovery of such fraud for a period of seven years..
     
  • Pass a law requiring that all Trusts and life insurance policies be recorded with each state for which the individuals reside, and change the statues for fraud, when monies are given to the wrong person with the same name or when embezzlement is committed, and mandating court ordered restitution in such cases, with a minimum sentence of 5 years for such felonies as well as  mandate that the statue be extended for such crimes for a period of seven years from the date of discovery.
     
  • Change our tax laws at the State and Federal level to allow political contributions under 5,000 a year per individuals, as a write off on ones taxes.
     
  • Change our tax laws at the State and Federal level to allow the current write off amount of 3,000.00 dollars for stock investment loss to 10,000.00 dollars per year or 1 percent of yearly income or which ever is greater.
     
  • Change our tax laws allowing stock investors to sell stock, and avoid paying capitol gains if it is reinvested in new stock and in a new company using the same broker within a 30 day period, stock that is cashed out will still be taxed at current rate for Capitol Gains.
